We specialize in engineering, architecture, environmental and construction services. While we are most well-known for adding beauty and structure to communities through high-performance buildings and smart infrastructure, we provide much more than that. We create an unshakable foundation for progress because our multidisciplinary teams also include scientists, economists, builders, analysts and artists. In transportation we focus on connecting communities via multi-modal strategies that instills resiliency and sustainability every step of the way.

Founded in 1914, HNTB has built a reputation for excellence and innovation. We help create infrastructure that best meets the unique demands of the environment. With client relationships spanning decades, we understand infrastructure life cycles and have the perspective to solve technical challenges with imagination and innovation. HNTB is a privately held, employee-owned firm, with nearly 5,000 employees in more than 70 locations nationwide. As employee-owners committed to the highest levels of performance, we enable clients to achieve their visions and goals.

HNTB has played an important role in complex infrastructure projects in Southern California for 100+ years, including rail transit design and planning, bridge and tunnel design, transit stations, urban corridor revitalization, highway and interchange design, airports, tolling design, program management, and stadium and convention center development. Our work spans the entire life cycle of projects from planning, through environmental clearance and design to construction and program management.

As planners, we are excited to have been a part of OCTA’s Express Lanes Network Study, Metro’s Sepulveda Transit Corridor Feasibility Study, SANDAG’s Regional Plan development and now the City of Los Angeles’ Valley Boulevard Multi-Modal Transportation Improvement Project. Our recent design work includes iconic projects such as OCTA’s OC Streetcar, the City of Los Angeles’ Sixth Street Viaduct, Metro’s I-405 Sepulveda Pass Widening Design-Build and Brightline West high-speed rail from Victorville, California to Las Vegas, Nevada. Our program and construction management teams are hard at work helping agencies deliver OCTA’s I-405 Improvement Project, SBCTA’s I-10 Express Lanes and now SBCTA’s Ontario Airport Tunnel Project.

Connecting a vision.

The path to The Toll Roads was paved by visionary leaders who created a plan to enhance regional mobility and bring much needed congestion relief. This vision was brought to life through the creation of the Transportation Corridor Agencies.

In 1980, the Transportation Corridor Agencies (TCA) – operator of The Toll Roads, was formed when exploding population in the region led to increased traffic congestion. The opening of The Toll Roads brought much needed traffic relief and the ability to accommodate future growth in the area. Visionaries laid the groundwork to put TCA on the map as a key mobility partner in Orange County. Today, more than 250,000 trips are taken each weekday on our 51-mile toll road network with almost 89 million yearly toll transactions, which means less vehicles on the freeways and local roads.

TCA is committed to promoting mobility, safety and environmental quality as essential components of Orange County’s vibrant economy and quality of life that benefit all residents and road users. Learn more about what’s ahead.

Decades of success have paved the way for TCA. The Agencies continue to be at the forefront of tolling innovation with a solid footprint as a mobility solutions-based leader in the region. Working with local transportation partners, we are committed to deliver meaningful roadway improvements that help sustain our quality of life and fuel our economy.

Our mission is to provide our clients with exceptional service, our employees with a great work environment, and society with lasting value in the work we do. We are a top-ranked multidisciplinary engineering design firm, offering a broad range of services for private and public clients.

We work passionately with one driving belief: May the Best Solution Always Win. We understand that our clients rely on us to provide innovative and reliable solutions, and we embrace this responsibility with the utmost dedication. At the core of our philosophy is a commitment to uncompromised quality. This commitment is not just a goal; it's a promise. We strive for perfection in every detail, recognizing that the success of our clients depends on the reliability and excellence of the solutions we provide.

Wood Rodgers has extensive experience in a variety of transportation services, including design for local roads, highways, interchanges, bridges, bicycle/pedestrian facilities, and ADA accessibility improvements. Our engineers provide innovative, efficient, and high quality solutions to transportation challenges. We have successfully completed many local, state, and federally funded projects and understand each facility’s role in improving a community’s quality of life.

Preparing and peer-reviewing California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents has been a core service of UltraSystems since our founding.  We can conduct almost all the supporting technical studies with inhouse staff, including highly specialized efforts such as jurisdictional delineations, focused special-status species surveys, air pollutant dispersion modeling and health risk assessments, and hazardous materials investigations. Wherever possible, we help integrate environmental impact considerations into project planning, design and review. We coordinate with local, state, federal and other governmental agencies; manage public participation programs; issue necessary legal notices; and distribute draft and final documentation. Creating legal defensibility is our goal on all our projects.  None of our CEQA documents has been successfully challenged in a court of law.

In addition to our CEQA/NEPA work, UltraSystems helps our clients obtain permits from natural resources agencies and air pollution control districts; conducts noise studies; carries out large-scale cultural resources investigations for the U.S. Navy; and provides onsite environmental monitoring services at construction projects and landfills.

Our extensive transportation experience includes bridges, complete street design projects, road widening, grade separations, signalization, bus stations, transit maintenance facilities, airport development, and urban light rail projects. We provided years of on-call consulting services to the Los Angeles County Metropolitan Transportation Authority (Metro) and the Ports of Los Angeles and Long Beach.
